Introduced in beta 7 to prevent the LC carrying the burden of sector scans with him/her. Located in the outer ring sector nearest to a Legion's home base, if this is destroyed then the legion it belonged to loses sector scans (previously they were lost when the LC died for the first time). No longer in use, but I still see a point in remembering incase of their return.
